ECHA authorisation for active chlorine produced from sodium chloride by electrolysis


For some time now, the production of active chlorine,"produced from sodium chloride by electrolysis", salt must come from a supplier registered on theECHA95 list. For Switzerland this is SalinenSalz, and is available in 10kg and 25kg bags with the number 4440 / 4441.

This has been stipulated in the Biocidal Products Regulation 528/2012.

In addition to the "precursor" salt, the end product active chlorine, "produced from sodium chloride by electrolysis" is now also officially registered on the ECHA list.

This means that from 01 July 2022, these biocides will be will subject to European authorisation. It therefore requires authorisation for all EU Member States for the use of sodium hypochlorite as a disinfectant. This also applies to countries outside the EU, for example Switzerland and Great Britain.

As it is simply impossible for every user to apply for one or more approvals themselves, the manufacturers of electrolysis systems and salt suppliers are now required to do so.

Without CHZN approval for sodium chloride and/or electrolysis plant, no active chlorine may be produced in the in-situ process from July 1, 2022.

SWISS D&W TECH has already received the temporary authorisation (CHZN), the Union authorisation should follow no later than July 2025. The authorities reserve the right to issue the Union authorisation up to 36 months after 1 July 2022. SDWT electrolysis systems are already supplied with this CHZN number.

The advantage for you is that we have already had the product from our plants tested in accordance with the applicable biocide requirements using various test procedures and therefore already meet the latest requirements.

This authorisation, also known as approval, is limited to ten years and applies to the product types PT2, PT3, PT4, PT5 and PT11.

Swimming pool water is categorised as PT2, drinking water as PT5.

The aim of this approval is to improve the protection of both users and the environment

PT 1

Human hygiene:
The products of this product type are biocidal products used for human hygiene and are mainly applied to or come into contact with the human skin or scalp for the purpose of skin or scalp disinfection.

PT 2

Disinfectants and algaecides that are not intended for direct use on humans and animals:
Products for the disinfection of surfaces, fabrics, equipment and furniture that are not used for direct contact with food or animal feed. Areas of application include swimming pools, aquariums, bathing water and other water, air conditioning systems, walls and floors in private, public and industrial areas and other areas used for professional activities.

Products for the disinfection of air, water not intended for human or animal consumption, chemical toilets, waste water, hospital waste and soil.

As an algaecide for swimming pools, aquariums and other water as well as for products used to sanitise building materials.

Products used as additives in textiles, fabrics, masks, paints and other articles or materials to produce treated goods with disinfectant properties.

Hygiene in the veterinary sector:
Products for hygiene in the veterinary sector such as disinfectants, disinfectant soaps, products for body and oral hygiene or with an antimicrobial function.

Products for the disinfection of materials and surfaces in connection with the accommodation or transport of animals.


PT 4

Food and animal feed sector:
Produkte zur Desinfektion von Products for the disinfection of equipment, containers, cutlery and crockery, surfaces and pipes used in connection with the production, transport, storage or consumption of food or feed (including drinking water) for humans and animals.

Products for the impregnation of materials that may come into contact with food.

PT 5

Drinking water:
Products for the disinfection of drinking water for humans and animals.

PT 11

Protective agents for liquids in cooling and process systems:
Products for the protection of water and other liquids in cooling and process systems against infestation by harmful organisms such as microbes, algae and mussels.

This product type does not include products for the disinfection of drinking water or water for swimming pools.
